There are numerous environmental factors arising from the properties of settlements, which show different figures regarding urban and rural areas, and some of which strongly shape the rate of water consumption. Thus these factors of ekistics have differentiating potential regarding the rate water consumption. Some of these factors are the following, the housing type (condominium, house, weekend houses, resorts, etc.), resident’s activity (permanent and occasional residents, hobby activities etc.), micro climate, the housing equipment, infrastructure, and also the ratio of public institutions and small private owned companies form such a factor for a given settlement. From the view of the supplier, the differences arising from these mentioned factors not only shape the rate of consumption, but also effect the financial and legal background. It worth mentioning, that rural settlements generally have worse financial conditions than urban ones.For settlements under 2000 resident equivalent, the Hungarian government regulation (26/2002.) according to the European Union’s objectives on environment, (91/271/EGK) lacks the potential to promote necessary improvements and investments, most obviously seen in the development of pluming system.In this study the characteristics of water supply and plumbing services were examined both from the views of the service provider and the customer. For such study our subject was a case of a water supplying company that serviced small settlements.
