The return of the phenomenon of flash floods on an annual basis is a serious burden for both the leaders of the settlement and the participants in flood defense. These precipitation events of the storms that develop in mountain and hill regions affect not only local settlements but also those along the rivers concerned. Forecasting the phenomenon and determining its deduction is an extremely complicated task, making it very difficult to prepare for and defend oneself against it. The present study provides a further development of a previously started methodology, which creates new GIS files, taking into account the major features of flash floods. As a result of the process, new raster and vector type GIS layers have been created, which may help to identify the most sensitive areas within basins in a case of flash flooding, thus supporting civil and water directories managing the protection.
